During menstruation, the lining of the uterus is shed. Since one role of estrogen is to tell the body to grow the uterus and replace the lining of the uterus, and one role of progesterone is to instruct the uterine lining to stop growing so that it might develop and mature, it makes sense that these two hormones would be repressed during menstruation as these two outcomes would be undesirable at this time.

Between 9 and 11 days following ovulation, the corpus luteum begins to break down if fertilization does not occur (10). Menstruation occurs as a result of a reduction in estrogen and progesterone levels.

Estrogen and progesterone are hormones responsible for development of reproductive and coital development of women.

It also regulates the menstrual cycle  and pregnancy.

The level of estrogen and progesterone is low  during menstruation because the uterus lining began to shed.

There is no fertilization so, the level of hormones is low.

Thus, due to no fertilization, the level of estrogen and progesterone is low.
