The Vinson-Walsh Act was the result of his persuasive quote. This Act increased the size of the US Navy by 70 percent. A $4 billion allocation was done in support to this expansion.

He is sometimes called the "father of the two ocean Navy" for his support of increasing Naval forces on the east and west coast of the United States. Though his stance was most important in World War II, he continued his support for this cause all the way through his retirement in 1965, twenty years after the war's end.
