The potential energy and kinetic energy of the pendulum change due to gravity. The potential energy is highest (and kinetic energy lowest) when the pendulum is in its highest position. This occurs at the extreme left and right. The kinetic energy is highest (and potential energy lowest) when the pendulum is in the center position.
