With negative exponents, you make them into fractions to get rid of the negative.
[tex] 3^{-2} = \frac{1}{3^2} [/tex]
Now, just square the bottom.
[tex] \frac{1}{9} = \frac{1}{3^2} [/tex]
Next one.
[tex] 2^{-2} = \frac{1}{2^2} [/tex]
Now, square the bottom.
[tex] \frac{1}{4} = \frac{1}{2^2} [/tex]
Now, we have:
[tex] \frac{1}{9} + \frac{1}{4} [/tex]
Make a combine denominator of 36.
[tex] \frac{1}{9} = \frac{4}{36} \\\\\frac{1}{4} = \frac{9}{36} [/tex]
Now, add them together.
[tex] =\frac{13}{36} [/tex]
