In the United States and many other democratic republics in which power is shared between a central government and states, "reserved powers" refer to those powers that are not explicitly given to the central government, and are therefore "reserved" for the states. An example would be a state having the power to alter its legislature. 

The US is a Confederation, which consists of the union between independent states that aim to constitute a central government to represent all states in their common demands, such as international representation.

In this scenario, each American state has independence of action in its own territory, and may even make particular state constitutions. In this case, it is an example of reserved power.

Reserved power is the power that can be exercised by states, in spheres where central government can not interfere, that is, it is the power constitutionally reserved for each state.
