Haiti faced all of the following problems, except an "b. overabundance of foreign investment," since a great deal of foreign investment would have helped Haiti improve its infrastructure and many other things.

"overabundance" means "too much" or "more than necessary"
Haiti does NOT have too much foreign investment : the opposite is true,
in that Haiti has trouble attracting foreign companies and investments,
for several reasons.
