At this time, Japan is actively sought to dominate Asia. As the tension is greatly affected Asia, Japan took advantage to advance its tactical plan. Japan confidently proclaimed a "different demand” that it will implement control in the Asia-Pacific.

Japan was actively trying to conquer land on the mainland of Asia. They had and were gaining territory on the islands in the Pacific. They needed and wanted to gain a large territory primarily in the lands that China claimed. The two countries long warring history didn't help in finding compromise.
