A polar substance has a dipole. A dipole is formed by two or more atoms having different electronegativities. The electrons tend to stay more on oxygen than the hydrogens and therefore, the 2 hydrogen atoms develop a partial positive charge and the oxygen atom develops a partial negative charge.
