For me, the best way to overthrow Napoleon as a dictator in the farm is to oppose his regime. They can either fight back or leave the farm for good. It can, probably, be hard to fight back against Napoleon because he controls the dogs (police power) and the dogs suppress other animals in the farm. If they can charm the dog in some ways and win their loyalty, then maybe they can overthrow Napoleon. Also, if they leave the farm for good, there would be no one to follow him as dictator. They should, of course, plan this carefully so they don't get caught.
